BEACH RESTORATION PROJECT WEST OF HENDERSON BEACH PARK.

 

The Interlocal Project to restore the Western Destin and Okaloosa Island beach area remains on target for construction to start by December 1. 2008.  Several sand sources have been located near the shore line, capable of providing the quantity and quality of sand required.  Two dredging companies have been contacted and, both are available to start construction by year end. 

 

The project design calls for the beach to be restored to the Pre Opal 1995 period.  Upland property and infrastructure protection will be provided by a 14ft berm with the proper slope towards the water line.

 

The City of Destin and the Okaloosa Board of County Commissioners both have recently approved the design and recommended funding sources for the project.

 

The combined project is estimated to cost $25,900,000.

 

Funding will be provided as follows: Tourist Development Funds/$10,797,000.  State of Florida Funds/ $7,990,000.  Municipal Services Benefit Unit (MSBU)/$7,114,000.

 

The County intends to finance the MSBU assessment.  This will permit the cost attributed to each property within the MSBU boundary to be amortized over a period of eight (8) years.

 

The annual assessment on each property will include its share of principal, interest and collection costs.  The County intends to include the annual assessment on your ad valorem tax bill to be mailed in November. 2008.

DREDGING OF THE EAST PASS.

 

Some sections of our beach could not wait until the end of 2008 to get protection.  Therefore, an agreement was made between the City of Destin, Holiday Isle Improvement Association, Jetty East, Destin Point and Holiday Surf and Racquet Club to fund dredging of the east pass that could allow the dredged sand

to be placed on the western section of our beach.

 

Thanks to the dedicated efforts of small group of Holiday Isle property owners this project was completed in time to welcome our guests during the current tourist season.

 

Approximately 20,000 cubic yards of dredged sand was placed on a berm that has allowed visitors and property owners in Holiday Isle to walk to the jetties without danger at the Jetty East seawall, as well as, assuring our visitors that Holiday Isle beaches are open and accessible.

 

 

GULFSHORE DRIVE SIDEWALK.

 

Prior to the arrival of hurricane Ivan in 2004, the City of Destin and Holiday Isle Improvement Association had reached a tentative agreement to improve the sidewalk on Gulf Shore Drive

 

The project included widening from 5 ft to 8 ft, installation of decorative pathway lights and, strategically located exercise stations.  Unfortunately, due to expenses needed to repair damages caused by the 2004 and 2005 hurricanes, this project had to be delayed.

 

Fortunately this year the City of Destin was able to find enough funds to complete the widening of the sidewalk.  Holiday Isle assumed responsibility for relocating the irrigation system and shrubs where needed.  This project is expected to be completed by the end of August. 2008.

 

With God's blessing, let's hope for a hurricane free 2008 season.  In the meantime, please read the hurricane preparedness section and be ready during this period of time.
